Maybe further tuning would help, but it is not using the same method as the first two, ie analysis of groups of frames within a given window.
However in many cases using these tools saves thousands of $, or salvages irreplaceable content. In some cases you can write off the shot and use other material, in other cases re-shoot it at low cost.
